engine is a transplant 18 or 19 hp 2 cyl opposed early 1980. at high throttle the engine bogs down the faster you try to go it just acts like brakes are on. Rebuilt the carb with new diaframs and springs no help. Could this be something internal related to the governor? Thanks in advance this is a kids play tractor so it is pretty important!
 
Is the valve lash set correctly?
If not it will also be hard to turn over with the starter.
Does it have the correct carburetor?
Did you check for manifold vacuum leaks?
Is the governor set properly?
 
I am thinking your problem may be in the hydro. Have you ever changed the filter? One of my earlier hydros is like that, but it is only 10 or 12 hp.

It would be nice if you could let us know what brand of engine you have. I have a 20 hp ONAN in my 982 Cub Cadet and it constantly required expensive tune-ups and other parts replaced. I parked the tractor and bought a new Cub CADET zero turn with a 27 hp Kawasaki and 54 deck, and it has loads of power, uses less gas than the Onan. Unfortunately a V-twin engine doesn't fit in a Cub Cadet tractor very well.
Used to be a place in Indiana that sold engines with installation parts, SEW was their name, SMALL ENGINE WAREHOUSE, they used to use pirated pictures of my 982 tractor on their website. A friend repowered his 317 Deere tractor with a Briggs engine, He was mowing his yard 2-3 hours after He got the engine off the delivery truck.
Really, I'd like to drop a 2 cylinder DUETZ AIR COOLED diesel engine into my 982.
 
I'm not familiar with this engine but general trouble shooting would be to check fuel flow. Take the fuel line off of the carburetor and turn on the gas and run gas into a clean glass jar. Make sure fuel flows good for more than 1 minute. Maybe clogged filter or filter installed backwards or crud in fuel tank. Try a new spark plug and wires. Also check timing. Try running with the muffler removed also.
Oh, you probably have a fuel pump so the fuel flow test is different. I would remove the line going into the fuel pump and check for good fuel flow there. Maybe your fuel tank is gummed up or your fuel filter is clogged up or in backwards. If that tests ok then maybe replace the fuel pump as it sounds like your engine is starving for fuel at high RPM's.
