H Farmall wet sleeve or dry sleeve?

Thats the question. Wet sleave or dry sleave. The motor was froze with two up and two down.Soaked it for days. Finally broke it lose to find #2 sleeve with a hole in it. It looks to have block damage. One know it all says its a wet sleeve motor and its not hurt. I question his Farmall knowledge. This is the place where the experts hang out so i'm asking, Wet or dry.
