Power irregular - kinda long post

I have a 350U Gas Wheatland that all of a sudden seems to have fluctuating power. In fact, even at full throttle I cannot get the tach up to the area for a full 540 rpm on the PTO. I know these old engines are simple (to run they need gas, a spark and tender loving care) and I am fairly handy with the wrenches, I just cannot decide where to start. When the power drops off it is instantaneous and it really sounds like I am dropping down to 3 cylinders. That leads me to think that I should be looking at electrical. I have never done the points but I replaced the rotor, cap, plugs and wires a year ago. When I pulled a plug the other day, the rear (closest to operator) plug was pretty black but the other 3 looked good. The other option obviously is fuel. I have had constant problems with the fuel system because my main tank is pretty rusty inside. The machine sat in a yard for 2 years with no gas cap and almost no fuel. I will deal with that once the weather gets nicer. Until then, I am just using the auxiliary tank behind the seat. My guess is that this is too vague for anyone to really narrow down between fuel or eletrical but if anyone has any brainstorms (even a drizzle would be fine)about how to tell which system to start with first it would be greatly appreciated.
