There is free play when engine is off as gov wts are relaxed. Adjusting carb wont stop surging. Sounds like your linkage is all mess up. With engine off. Disconnect the clevis going to the carb. Now open throttle full. Now go back to the clevis and adjust the clevis so when carb is held full open clevis pin should go back in.
