They can be a pain in the donkey to get working as they both have to work together or they don't work as far as voltage i can not tell ya off had as i have never took a reading on them . If it works when full and when the top tank is empty it goes to empty the the bottom tank sender is the problem , now it may be a ground that is giving ya trouble so check for good grounds.
