I call it a fuel shutoff, for petcocks you have to go to the Deere forum. Anyway turning it, "about 10 times" either means your friend is exagerating or it's broken, or it wasn't 10 whole turns. Lots of people turn the fuel off so the tractor won't flood when shut off in case the float sticks or if there is a fuel leak. If your tractor now floods I would suspect the float is sticking. You can remove the 4 screws that hold the bottom, remove air intake and drop the bottom off to see if the float is good. you can also check to see if it shuts fuel off properly.
