1010 J D rebuild

hi guys, the book says in an overhaul the sleeve deck has to be removed and a new gasket installed under it and in each sleeve. However, if you are just doing a valve job, they don't mention removing the sleeves. What is the difference Is the removal of the sleeve deck advisable at all times, and is it a difficult job. An overhaul is on my agenda soon. I need some imput badly. Also, what is the date for the Waterloo,Ia show? Thanks for any help I get, this is a real good board
