If I order the 3 5/8 step head piston kit for my 300. What would the avg HP be for the tractor?

The only thing I can find is in an old "Motors" manual. It states, "If the play seems excessive in either direction the bearings must be renewed" I'm guessing that with that much play it would knock under load. Just to run slow with no load you might get away with it.

Kelly: There was not too much wrong with original equipment on 300's. Most of them 43 years ago were turning out 10% more hp than IH or Nebraska listed them. I have seen a good number of them make 45 hp on a dyno. I think that had a bit to do with them being heavy drinkers.

Depends on who the maker of the kit is. As far as aftermarket, they are all different. IH Firecraters and M&W mirror each other when compared with the standard altitude, but considering IH wouldn't rate the High altitude at STD altitude for reliability and other reasons, no comparison from company lit can be made.
