A felt disc goes in the drip hole. Do not leave it open or it will suck dirt into the engine and and ruin it in time.

There is a special disc that goes in there. Just buy the IH rebuild kit for it and it should be in the kit.

Static timing is to the first notch. I've had more experienced folks tell me timing it to the 2nd notch assures it won't kick back when starting with a crank. I believe there's a felt packing that goes in the drip hole. This allows excess gas to evaporate when shut off.

As far as I know the drip hole is for overflow in the carb and I don't believe anything goes there. As far as the timing, follow the book, but I would also compare how she runs from notch to notch.
