I have the same problem with an old N tractor, plenty of methyl hydrate helps, seems a small amount of water in the fuel makes the problem much worse.

keep the blow torch away from the fuel system.

The frost is caused by the intake air expanding after passing through the venturi in the carburetor. This chills the air, and freezes any moisture contained in it.

The external frost on the carb is harmless, it's frost INSIDE the venturi and main jet area that causes problems.

Enclosing the engine with a "Heat-Houser" type setup to keep it warm will help. Be sure the thermostat is working, so the engine warms up. Cover as much of the radiator as you can without it overheating. Add some "HEET" or a comparable product to the gasoline. In extreme cases, the intake to the air cleaner may need to be re-routed to a warmer place (beneath the "Heat Houser" or next to the exhaust manifold. Think "manifold preheat", as on an airplane.

there is a vacuum line at the bottom of the carb should it be hooked up somewhere? it never has been
