Frustrated over speed control / throttle

I own a 1962 International 404 (red). I have been slowly fixing up all of the little problems with it. The most frustrating thing is the throttle. It has a speed control lever on the dash. The speed control lever has embossed markings in the dash under it to provide you with a gauge to set the proper throttle speed.

The problem I am having is that the darn throttle (speed control) only moves to the first emboss mark and it is all ready at full throttle. There has got to be something wrong with my throttle / govenor linkage that is causing this but for the life of me I cannot figure it out.

Since my tractor is fairly rare I also cannot find another like it to compare and the pictures on this site and a few others I found are not close enough for me to figure it out.

I want to set it up properly so the throttle (speed control) will travel it's full length of adjustment. I have also noticed that I have to sonstantly keep nudging the throttle as it will slowly fall back to it's lowest speed.

I know it is hard to envision from my comments above. Does anyone have close up pics of both sides of the engine on a IH 404? Specifically I need to see the throttle / speed control / govenor linkage. I have tried the I&T Manual and parts manual and they are no help. Any other manuals maybe?

Phil -

I have a red '62 IH 404 as well... I'll snap some photos this weekend and will send them to you if you get me an email address... My latest project is replacing the rear axle seals and bearings that has unfortunately turned into a major effort due to seized hubs (100 tons pressure to separate from the axle) and other excitement - the fun never ends...
