Hi, will the lower half of a Farmall H Gas carburetor work on a distillate upper half of the carburetor or not?

Andy, the only real difference internally is the idle air jet that you broke off. Make sure the surfaces are clean & straight before you put the upper & lower halves together.

You can mix and match those H carburetor parts all day long in whatever fashion needed and when you are done neither the carburetor nor the tractor will ever know the difference.
