Help With Carburetor Adjustments, Please

My '55 TO35 Deluxe (Gas) likely has an incorrect governor setting or an incorrect carburetor setting. Problem is, it surges - especially under load (not a problem last Summer). The tractor does not have a tach or tractormeter but that hasn't been a problem in the past. I use the tractor to cut grass which I can do if I use the throttle like a floor pedal to adjust RPMs but "it ain't right".

1. Would someone please identify the name and purpose of the carburetors two adjustment screws? One is large and can be turned by hand. The other is smaller and requires a screwdriver. I read in other other carburetor related posts that one is set to 1 1/4 turns from full closed and the other is set to 7/8 turns from full closed. Problem is, I don't know which screw is the main jet and which is the idle.

2. Also, would someone please explain the purpose of the governor's Bumper Spring Adjustment Screw?

The bumper screw affects the way the governor responds to loads - to little pressure (not screwed in enough) and the engine will 'hunt' under load - to much pressure (screwed in too far) and the governor won't really work at all. It is a very sensitive adjustment, so tweak it with care, and note the position the screw started off in - that way you can always reset to the original position!!

The large thumbwheel is the power jet and the small screwdriver adjusted one is the idle air adjustment. The initial settings are: idle adjusting screw= 1 - 1 1/2 turns open; main adjusting screw(power)= 1 1/2 - 2 turns open. Many variables affect the final adjustments, so yours may be somewhat different. Remember that when properly adjusted the engine will run rich at idle. The engines are designed for the fuel mixture to supplement engine cooling under heavy loading, requiring a slightly rich fuel mixture.
