I have a TO-20 that I rebuilt the engine. I can't get it to run right. The governor will not function at all. I installed a new governor(ball type). The instructions with it said to install it with the stamped arrow pointing up. The IT manuel says to install it with the tab at the eight o clock position. I first tried it by the arrow with out any response. I then tore it back apart and tried it at the eight o clock position with out any response. I do have an original ferguson service manual and have followed all the steps for governor linkage adjustments.I had some play at the governor arm,so I replaced the needle bearings and that took care of it. I still can't get any action. I might ad that there is no binding in my linkage and every thing moves freely.I also can't get an idle. I have installed a new carb model TSX361A.I have made all the adjustments as given in the manual without any good results. It runs good at 800rpm but when I try to go any slower it sputters and dies. If I choke it a little it will run better but when I let the choke off it dies. I don't know what else to try. I would very much appreciate any help you may give.

I believe your trouble is in the distributor and
timing. How did you proceed to set your timing?
Check this and we will talk more.

Had a similar problem once. It was not a tractor but a truck engine that we rebuilt. It was the cam was out of timing. Pull the front off the engine reset the timing marks and it worked fine.

I had the timing cover off and the timing marks are fine. Re-checked the distributor and the shaft has a little play in it. I can't find any thing else wrong , so I'll have it re-built and see if thats my problem. Thank you all for your help. I'll let you know if that is the problem.

had similiar problem and found the problem to be as john said, bearings in distubter. had it recondioned and has worked fine since.

Forget the governor not being right for now, concentrate on getting the engine to run correctly first, then do the governor. The governor settings have to be set absolutely right for it to work correctly. It does sound like a fuel shortage or an air leak most likely an air leak though, so check it all again.if it has an air leak it will be too weak to run on the slow running jet. so check carb to manifold and carb to head joints, also check manifold for a crack, you should be able to see where it is drawing air.If all that fails check distributor shaft bearing isn't worn and altering the points gap.

I replaced the manifold with a new aftermarket. I pulled it off last night to check for a crack or bad gasket. Every thing looks good. I checked my float level and its set right. I used new gaskets and I don't have any air leaks. I also checked all the passages in the carb. Every thing is clean and open. I rechecked my valve clearenceand timing, all is good. I believe my problem is in the carb. As I mentioned earlier I replaced it with a new one. It is a marvel shebler copy. Are the adjustments the same as the origanal? I have tried to adjust it every way I can think. I have never had one this hard to adjust. I thought maybe I might have a defective carb., so I returned it for another, but this one reacts the same way. My original carb. would idel but wouldn't take full throttle.I just can't seem to find the right combinaton. Thank you for your suggestions. If you think of any thing else I might try please let me know.

No matter what it is it should run OK. I just wonder if the slow running jet is the correct one. Here are the specs for that carb (well the original type) Main Jet number 130 1-1/8 turns open....Slow Running Jet 115..2-1/2 turns open (approx)...Choke tube 5/8"...Check the parts for the correct sizes as shown. You should be able to get the engine to run too rich on idling which apparently you can't so there is something wrong there. The settings for the carburettor as its a copy could be the same but I don't know for sure, but you should be able to make it run rich and then weaken it off sufficiently to run correctly so that point shouldn't make much difference.

You need to fix one problem at a time. Start with the carb, as obviously that's not right if it won't tick over.
If choke helps, clearly it's running lean. Could be incorrect jet setting, blocked pilot jet, air leak between carb & head. (Won't be fuel flow at tank, filter etc if problem is only at low revs).
I'd disconnect governor linkage from carb and get the engine to tick over & rev up cleanly (careful here, don't go mad on the revs) before trying anything more with the governor.
