Governor on all TO-20 tractors?

I was reading the shop manual and it states "late model TO-20 and most TO-30 tractor engines have a variable speed...governor"

Do other ealier models have a different governor system

When did they begin making the governor equiped engines?

If someone has a close up picture of their governor, I would appreciate it

The early TO 20"s had a flyweight govenor and it was changed to a Novi ball type. The early govenor can be replaced with the ball type but you need to add a spacer washer that carys a HF part # At least that is what my manual says. AS far as I know they all had govenors.
