Governer and Fuel Problem

This relates to a TO35. I initally had a problem with the governer suriging when under a load. I was able to dampen the suriging with the adjusting screw on the right side of the governer. However, then I noticed that the Tractor wanted to sputter and miss when under a load.

Do you think the problems are related?

No the problem will not be related, if it was going to splutter it would do so no matter what was right or wrong with the engine Governor. If the surging only occurred at maximum revs then the adjuster screw was the right way to adjust it, but if the surging occurred when the engine was on only part throttle then it will be a fuel problem, usually the main jet requires opening a little, try it opening it about 1/8 turn at a time, flick the throttle open and the engine should pick up straight away without any hesitation. If the exhaust smells of gas then it is open too far, if it is still spluttering try the points and plugs, make sure that they are set correctly and you have the correct plugs fitted.
