I changed the cables, still only clicks. will get new solenoid on monday, I hope this cures the issues. if not, where could a problem lie next? the key switch, i changed the wires from switch to solenoid, the cables are new, there is a good ground, could the starter itself be bad?

Do you have the safety switches hooked up? You might want to check the Pto and the drive safety switches. I assumed that you had already checked them. A quick way to check the nuetral switch is to pull up on the travel control to see if that makes a difference.

Take a set of jumper cabled and hook the red terminal to the positive side of the battery. Hook
the other red terminal of the jumper cables to the cable post on the starter. If it cranks it is not the starter. I think you have a bad starter.

its problably bad starter if safty switches were malfunctioning the relay would not click you could try what kent said to do or, take a vom meter and ground the black lead to battery and put red lead to starter post on starter turn key all the way to start position and check for 12-14 volts if ya have it there, get a wire brush and clean the batt terminals and batt cables take the cable off starter terminal and clean it good too if still no good, starter brushes either are stuck or need replaceing. hope this works.

one more thing, try turning the engine by hand to make sure that the starter bendix is not hung up on ring gear this sometimes happens on briggs and other engines i have seen.
