This thing is driving me nuts. Have tried everything I can think of. Maybe it is the govenor or... All linkage is correct, no bad fuel pump.
With choke closed, it still runs wide open with the throttle closed.
Help.
Jim

Thanks all of you for your help. Problem, gov was stuck and not working, carb ? did everything, and all of a sudden it started running right, so must have been something in Carb.
Thanks to all of you who sent advice.
Needed it,
Jim

I had experienced the same thing on my 16hpBS Murray all summer. I could only run it with the choke closed. And with the choke closed quite a bit of gas is dumped down the throat of the carb and it basically had one speed wide open. The problem I had was dirt or old gas crud at the bottom of the carb bowl was plugging the main jet for carb. I took it all apart and cleaned all the little hole in the carb throat too. Runs like a top!

CHECK YOUR FUEL PUMP IT MAY HAVE WATER SITTING IN IT. IF NOT ITS YOUR CARB.THERES LITTLE JETS IN IT AND THEY TEND TO CLOG JUST ENOUGH TO HAVE TO USE THE CHOKE .. I HAVE THE SAME PROBLEM WITH MY 16 TWIN BRIGS CHECK YOUR TANK ALSO ONLY TAKES A LITTLE DIRT TO MESS THINGS UP.COMPLETLEY DISASEMBLE THE CARB TAKE THE BRASS FITTINGS OUT AND CLEAN THEM WITH A VERY FINE PIECE OF WIRE AND SOAK IN GAS RECLEAN AND BLOW THEM OUT WITH AIR ..ALSO IF YOUR TANK HAS SLUDGE IN IT WHEN IT STARTS ITLL SUCK THE STUFF TO THE HOSE AT TANK AND RESTRICT THE GAS FLOW I ALSO HAD THAT PROBLEM LAST YEAR HOPE THIS HELPS STEVENY

I know this one!!!!

I recently bought a 20HP briggs that had the same problem. The factory guy (yes the real factory in Milwaukee) didn"t have time to really trouble shoot it and he figured that I had it hooked up wrong. Told me to take it home and if it blew up they"d warranty that.

What I found was the the governor was moving but it wasn"t controlling the carb linkage. When the engine would run, the faster it went and it would pull the carb plate open which made it go faster and on and on. Only control that I had was the choke and that wasn"t the solution.

Below the carb is a black plastic part (bellcrank) that changes the direction of the governor linkage from side to side and translates that into fore and aft to control the throttle linkage. Later model Briggs engines have switched to a plastic part and mine was split along its length. When the engine ran, this split would open up under the load and cancel out the action of the governor and let the throttle plate be acted on by the down draft. When it"s not running it closes back up and looks fine.

I can"t remember exactly but I think I had to take the carb off to get to this part. It"s a one bolt job as the hold down is a shoulder bolt that the part pivots on. There is no individual part number for this and I ended up going through the factory but your parts guy may be better than mine.

This drove me nuts and almost blew the motor up due to over-revving. A classic example of a $0.25 part that could cost you a $1,000.

Hope this helps. Best of luck

Thanks friends, Noticed this morning, when you move the throttle, it does not move the linkage on the carb. So, something must have slipped. I still have the carb on, so it must come off to see what is happening there. That govenor thing seems to be a nightmare. Will take the carb off this afternoon and see what is what. Will let you know.

Thanks Kent and the rest. Cleaned the gov and sprayed with 10w40 and seems to be working. Now after warming up, it runs without the choke closed. However, it makes no difference when I adjust the high speed jet. Seems that has no effect on the motor. Any more suggestions.
Jim

To adjust the govenor, with the engine NOT running move the Throttle lever to wide open. Know loosen the lever on the govener shaft. This should let the spring pull the carb. throttle shaft to wide open if the spring is not broken. Next look at the lever on the govener shaft and note which way the lever would turn the shaft. On a B&S engine tis is normally clockwise. There should be a screw drive slot in the end of the shaft. Use a screw drive and turn this shaft as far as it will go clockwise and holding it in this position tighten the pinch bolt on the govener lever.

Before you tear apart your engine, I bet that if you remove the fuel line to the carb and then remove the large head of a bolt looking cap on the side of the carb, you will find crap at the base of the carb bowl where the main jet is. I had put up with this same problem for months til I couldnt stand it no more. Best of luck!

Thanks Michael and all. Checked what you said, and found nothing and clean. Got it somewhat going. Cleaned the gov and wd40 on it and seems to be working. Got it where it runs without choke now, but when you throttle it down, it will begin to die and you have to choke it again. The high speed jet does not affect the running at all. Checked the needle point on it and its allright. Going to work on it again today and will let all of you know.
Thanks a lot.
Jim

If it runs wide open with throttle closed, you have a throttle shaft broken or a butterfly has come off shaft. Have you taken off the carb and made sure that the shaft is not broken or anything like that.

Thanks Joe, and Rudd. What I was thinking. If that is bad inside the motor, am I in trouble. Will check and see if the gov has slipped on rod.

Ihave a friend that has the same problem, the only thing we figured out was the governor, the linkage had slipped on the shaft that goes inside the motor, we tried to loosen the nut and move it clock wise and it helped a little bit, but it still does the same thing. this is on a 16 BS.I think its on the inside of the motor.

If it only has 2speeds, idle and full out, then I would guess governor.
