I know this one!!!! I recently bought a 20HP briggs that had the same problem. The factory guy (yes the real factory in Milwaukee) didn"t have time to really trouble shoot it and he figured that I had it hooked up wrong. Told me to take it home and if it blew up they"d warranty that. What I found was the the governor was moving but it wasn"t controlling the carb linkage. When the engine would run, the faster it went and it would pull the carb plate open which made it go faster and on and on. Only control that I had was the choke and that wasn"t the solution. Below the carb is a black plastic part (bellcrank) that changes the direction of the governor linkage from side to side and translates that into fore and aft to control the throttle linkage. Later model Briggs engines have switched to a plastic part and mine was split along its length. When the engine ran, this split would open up under the load and cancel out the action of the governor and let the throttle plate be acted on by the down draft. When it"s not running it closes back up and looks fine. I can"t remember exactly but I think I had to take the carb off to get to this part. It"s a one bolt job as the hold down is a shoulder bolt that the part pivots on. There is no individual part number for this and I ended up going through the factory but your parts guy may be better than mine. This drove me nuts and almost blew the motor up due to over-revving. A classic example of a $0.25 part that could cost you a $1,000. Hope this helps. Best of luck
