18hp Vangard engine air filter

I'm posting this for a neighbor. He has a Simplicity Garden Tractor with a 18hp Vangard engine that will not run right with the air cleaner on. Take the air cleaner off, it'll run fine. You can mow tall wet grass with no problems. Put the air cleaner on and it'll spit and sputter and blow black smoke until it dies. It will start right back up but it won't run much above idle. He's had 3 different mechanics look at it and none have fixed it. Anybody ever run into this?

if thats the case he needs to clean that carb.take it apart and clean it and rest the float.

Put a new air filter on it and DO NOT OIL the foam wrap.

Forgot to say, he put on a new filter. And, unlike me, he does read the directions and didn't oil the foam. He tried it without the foam filter. If it has the air filter on, it will not run right.

Is it possible that the holes in the bottom of the shroud that let air in are plugged? When he runs it without a filter does he have the cover on or off?
