20 hp Briggs governor

Hi everybody, I just picked up a 1999 Huskee lawn tractor with a 20 hp Briggs twin on it that has been sitting outside for awhile, I got it for free from a buddy who had also gotten it for free, he told me the guy he got it from said it needed a pulley, After he got it from the guy he tried to jump start it because the battery was dead but it wouldn't turn over fast enough to start, He thought it was because the belt was too tight

But anyway he decided he didn't have time to mess with it so he gave it to me :)

I figured out the reason it would turn over so slow wasnt because of the belt, it was because the starter was shot

I bought another starter for it and now it runs but the governer doesn't work.
I moved the throttle cable up and down but it wouldn't do anything so I tried to manually move the throttle at the carb and I couldnt get it to turn so I sprayed some PB Blaster on it and still couldnt move it, so I clamped a vise grip on it and got it to move, now I can move it by hand but it seems pretty tight and the governor still doesn't work

If I unhook the linkage at the carb the governor seems to move back and forth I think the problem is that the throttle is still to tight, any ideas??

You will need to clean the gum and gunk out of the throttle shaft bore so that it moves freely. Try using spray carb cleaner and something like a light oil after you free it up. The governor can't work smoothly if the shaft is binding. If the shaft is tight, the governer will cause a surge all the time the engine is running.
