1967 john deere 110 mower

hi all, was wounderin if ya could help me out i'm putin a new head on my little mower and noticed that on the compression stroke the exhaust valve opens just a little bit is this normal for these small engines its the 8Hp cast iron kholer the valve closes at top dead center just opens maybe a 116" on the way up to tdc

K series Kohler I'm assuming? Compression release maybe? There's a flyweighted mechanism on the cam that will bump the valve open until the RPM reaches a certain point. This is for easier cranking while starting. The old starter/generators didn't have much tourque.
