Should I drain the fluid before changing the relief valve?

Rob:
Take the tractor and park it on a downward slope, or jack up the rear end. That will send enough fluid forward so you can see what you're doing. You can reach under the PTO shaft and unscrew the relief valve with a small socket wrench. Buy a new relief valve first so you can see what it looks like, sort of like a spark plug, and get the proper size wrench. My $.02

COOL, I have replaced everything but the valve. The lift drops about a half an hour after the pump is disengaged. I'm figuring that nothing has been done since 1940. Not really a way to tell for a novice. I didn't know if changing the valve emersed in fluid was a no-no.

That is really not bad performance from the lift. I don't know that I would replace the valve, as long as the lift works ok when hot and running. My $.02

Yes, and pull the PTO shaft also.
