The wires going from the Ammeter to the terminal block and the Ammeter to the generator cut- out keep frying. I have replaced them both twice only to be unable to re-connect the Positive & the Negative cables to the battery because of getting serious spark. I did it twice using new wire each time. If I replace the generator cut-out with a 2N/9N Ford Tractor Voltage Regulator, will that solve the problem?

No....disconnect the wire going to the cutout relay, and if the short goes away, then the cutout is defective. (tractor not running) It still should not burn the wire. Could be that you have a short in your generator as well. Disconnect the wire going from the cutout to the generator. Check the insulation on the wire going to the generator..... Happy Motoring

puzzling - if the key is off and the cutout relay is open, as it should be when the generator is not producing juice, there should be no spark, unless there is a short somewhere.

I would look for the short first; perhaps remove the ignition switch and see what happens. You might also see what happens when the ammeter is taken out of the circuit.
