I've had it happen to me. In my case, the needle valve was stuck open. This is why I've now the habit of closing the valve on the sediment bowl when I shut the tractor off.

sounds like its really flooded, turn off the gas at the shut-off under the tank, pull the plugs to dry them & spin the engine to get the gas out of the cylinders - leave the ignition switch off. maybe your choke is stuck shut. the smoke was probably just from being flooded, but I'd start over with fresh gas - it doesn't need the oil & that might be making it hard to fire.

In addition to the good advice you are getting, you may want to check and see if the 'Marvel' has loosened a tiny speck of something and allowed it to get all the way to the needle valve in the carb.
It really sounds like the float is either hung up, or the needle has a bit of grit in it that is allowing the gas to just pour through the carb.
