You might check with a hobby shop that sells remote control airplanes. I think they have a device that they use to determine the RPM's of the model airplane engine. Good luck

I worked with a machinist that had a small device he could hold against a spinning shaft to tell the rpms, it only went to about 1500 if thats enough. Test device only not a permanent solution. Available at machinist supply houses

you could count the fan blades and divide by 4, or three` or whatever.
