Wire won't tell you it's open.

That just tells you you can poke wire in there. The idle air passages are too small (less than 1/16" dia.) and make too sharp a turn for any wire to go in one end and come out the other. I clean 'em and then blow air in one end and feel if it comes out the other. Very tricky and nuanced work, by the way.
Did you know there are seven ports (not counting the Discharge Nozzle) opening into the throttle throat area of that carb upper body? All of them must be clean and open for it to work right.
I'm posting a picture of the lower carb body and near the center is a little shiny brass jet (one of the seven ports) in the Nozzle Air Bleed passage that does not show up on the parts list and is not something that comes in the kit. I'm not talking about that brass tube which is the Discharge Nozzle but it has to be removed and the 4 tiny holes in its side need to be cleaned. Do you have that brass jet in your carb? Is your Discharge Nozzle clean?
Guy claims his idle wouldn't work on his one carb that didn't have the Nozzle Air Bleed jet but when he used another lower carb body with the jet the carb adjusted fine.
