Lube the cable with graphite powder.

Get a tube at Sears, if"n I remember right. The hardware store will likely have a bottle of graphite in liquid but I like the little tube of dry graphite powder because it"s the correct lube for locks too. Anyway, just get a bunch of graphite into the proofmeter end of the cable until it runs quiet and smooth.
You might need to rebuild the carb but try a couple things. The small adjustment screw on top and out the side of the carb, back it out 1/8-turn see if that helps. Probably won"t. Then turn the big adjustment screw out the top in 1/4-turn and see if that fixes it. You can turn that big screw in more but keep track of the 1/4-turns so you can put it back if nothing changes. Nothing changes, you can get a kit to rebuild the carb at lots of places like a New Holland dealer (I think) and a farm/ranch store like TSC. Look for the part number on the carb (eg; TSX-241) so you can get the right kit.
If you do rebuild the carb spend time and effort being real picky making absolutely sure you find and clear all passages and orifices. Flashlight helps. Welder"s tip cleaners helps. An FO-4 manual helps. But it"s far from rocket science.
