Uh...your post follows and it is not Dell"s procedure:

" Normally start with the main needle and the idle adj(on the outside)2 turns out..Crank and let it warm up. I turn the main needle in till it stumbles then back out till it is smooth. I adjust the idle screw at low speed till it runs the best/smoothest then adjsut the screw on the back of the carb for lowest speed...This afternoon is the first time I have had time to play with it a little..I even put my Zenith carb back on it and have the same results..Zenith is adjsuted as follows: T-shaped screw on bottom out 2 1/2 turns and idle screw out 3/4 turn..warm it up then at 3/4 throttle turn in the T-shaped screw till it stumbles then back it out till it smooths out. Then adjsut idle screw till smooth slow idle(This is per salesman/owner at Farmer"s service where I bought it..."

That procedure will not do.
