I couldn't shift the PTO so I removed the side cover and the lever was out of position and not engageing the PTO. I realigned and it shifts properly but still no Hydraulics. You can see a vary small amount of movement, maybe 1/8" at the large center spring. But if you blink you'll miss it

Before you drain the hydraulics and check to make sure the control fork is connected to the control valve there is one more thing you can try. Loosen the bolts around the housing were the shaft from the hydraulic quadrant goes into the top of the housing and try to tap the housing forward. The holes are slotted and are used for adjustment. Once you get it forward some tighten the bolts again and start the tractor, engage the PTO, verify PTO engaged by looking at the shaft and make sure it is turning, then move the quadrant control to full up. If the three point still does not raise the problem is probably the forks came loose from the control valve. If that is the case the best way I have found to connect them is to drain the transmission/rear axle/hydraulics, remove the inspection covers on both sides, remove the PTO shaft, stick a trouble light in the right side inspection hole and work with a pair of long nose pliers through the drain hole. Put one side of the control valve T handle on the fork and push it in as much as you can, then pry the other side of the fork out and over the other side of the T. Have someone move the quadrant while you watch the control valve and you should see it move a couple of inches in and out.

Thanks for the tip, I'll check that next. I have a movie on rebuilding the pump and how to remove. They were very adamitt about disconnecting the forks before you try to lift the cylinder housing or they would probably brake. If I end up taking it apart I'll just go through the entire system, I already have all the parts to rebuild the pump and cylinder (new piston and seals).
