While my radiator is off the tractor, how do I tell if I need a new on? Do I just guess?

I agree with everyone below. That being said, I had trouble with my 9N. Spit antifreeze out. I put a temp gauge in the upper radiator hose and sure enough, it was running way over 200 degrees. I pulled the radiator and took it to a shop that was recommended. A "good ole boys" shop had been in business for years. The cleaned it out and painted it for about $40. Put it back on and still had problems. Assumed the radiator was okay. After trying to find something else, came back to the radiator and pulled it again. Took it to another shop who said it was plugged and recored it. Cost was a push to getting a new aftermarket. Had it recored. No more problems. With the thermostat, you can push the heck out of it and it might make 180 degrees. Normal level is about an inch above the core for antifreeze.

If I were to do it over, I wouldn't even mess with it, if I went to all the trouble to pull it, I would replace it (assuming I am going to keep the tractor for a good number of years). Hindsight is perfect.

Take it to a good radiator shop and let them flow-test it. My son had a Mazda pickup that was overheating and one of his friends told him it was a head gasket. He tore it down and the head gasket was intact. I asked him if he had checked the radiator. It had water and seemed to flow well. We took it off and had it tested. It was 80% blocked. Had it cleaned out and it worked fine.

Did it leak? Did it accomplish it's intended task of cooling the engine? Once it is off, there is not much you can tell. If you are that concerned, take it to a Radiator Shop and have it cleaned and rodded.

It did not leak at all.

I am unsure if it was cooling the engine properly. I am currently replacing the engine with a rebuilt one, and my old one WAS overheating, but I didn't have time to diagnose the cause -- it needed a replacement anyway.

My understanding is servicing a cheap radiator is 80% of the replacement cost.

When you say it was overheating...what exactly was it doing?
The N radiator does not want to be full to the top. As long as there is enough fluid to cover the rods, there is enough fluid in it.
My 48 8N wants to run about 2 inches 'low' when working. If there is more water in there, she will push it out the overflow when hot.
This is not overheating though...

It was boiling water after the engine was shutoff.

The hoses appear to be in good shape, and the water pump also seems fine.

When I brush-hog for a while and then turn off the engine, I will get a spurt out the overflow.
How much water was yours pushing out after shutdown?
If after you let it cool and looked in the top, could you see the rods or were they still covered?

It was barely at the top of the rods.

Sounds 'normal' to me but...
Seeing as it is off already, I would take BG's advice above and have it flow tested.
Can't hurt and it aint that expensive...

Thanks for the excellent (and quick!) advice. Seeing as how I am waiting on parts anyway, a dropoff at the radiator shop sounds like a good idea.
