Idle too fast

My N has always had a fast idle. I decided to fix it, finally.

I took the governor apart for a rebuild and going by Don8NAZ's rebuild instructions it didn't need it.

The engine is responsive at all throttle ranges. I can get a good idle if I back the idle speed adjustment screw out ALL the way and push forward about 1/4" on the governor outer arm. This pulls the throttle lever forward on the carb and gets the idle down to where it should be.

The problem is, there's enough play in the throttle lever and its linkage to the governor that as soon as I take pressure off the outer lever, the engine revs back up. If I push forward on the outer governor lever to get the idle down, the spring expands. Does this mean it's preloaded?

Is the spring hooked up from the tab on the flywheel hosuing to the throttle arm at the bottom of the dash?

I believe so, yes. I'll double check. I know there is tension on the throttle because my quadrant plate is worn and sometimes it springs back.
