Three point hitch when tractor warms up is very slow to respond.

If it responds slowly to a movement of the lever then it is either wintertime and the oil is too thick (kinda hard to believe now) Or your valves in the pump unit are not opening all the way or are all gummed up. Also what does the hydraulic oil look like? The valve that is attached to your lever has spring tension in one direction and solid in the other. Does it react slower in one direction than the other?

I tend to think it's an opposite problem. The oil is too thin and there is enough wear in the pump, cylinder and piston that it takes a while to create enough volume/pressure in the cylinder to lift. I'd try some heavier hydraulic oil and if that didn't help, I'd rebuild the system, using an NAA piston with an o-ring/washer. Down function is not dependent on system pressure, just gravity and valves.

the three point seems to work fine going down and the hydraulic oil looks fair

Try changing the fluid with the recommended weight
before getting too involved. Fluid just plain wears out over time and it might allow you to hold off a hydraulics rebuild for a while.
