I am currently restoring a 1950 TEA-20, And I am now at the painting stage!

How clean to the parts need to be to get a resonable finish?

Is it nesscary to take the parts back to bare metal? Or will the primer plus wet&dry take the roughness out?

If you know the metal under the old paint is sound, without rust or multiple coats of repaints, you can sand it good, and apply epoxy followed by a sandable surfacer. Since there is no way of knowing what the old metal looks like under the old paint, or repaint, or whatever it is, I go to bare metal.
 
Just to add to what CNKS said, after you've done the sanding wipe it down with a good automotive wax and grease remover. It will take off any contaminants and help insure a good finish.
