IH300 utilitly won't move

When i let the clutch out the tractor bogs down and stalls. it won't find a neutral position. the drive wheels won't turn even when picked up off the ground. I'm new to tractors and don't have a clue with this one. all the hydrolics work and it ran well last fall. Could there be ice in the transmission?
