The hole in the lock is for a rope also. Some of the 30 series had a small chain that was used. Do you have the flat spring that holds it in the unlock position until it is hooked? If not they can be very aggrevating to hook up. With the spring it will not lock until you hook to the implement and pull forward to allow the latch to move all the way back. The spring attaches to the bolt just in front of the lock on the top of the arm. If everything is working properly you can hook up to most implements without getting out of the seat unless you have to hook to the pto.
