1937 WC wont move need help

My WC is together less clutch and engine. THe funny thing is it wont move now. I could be pushed through the shop alright here two weeks ago. Now the wheels are locked up. Any idea why its locked? I suspect it could be rust but if you have any ideas thanks in advance.

The breaks are free and it is in a temeprature controlled room. If that helps.

Brake bands could have rusted or some one locked them. Ices as Eldon said, or as Phil has said.

How cold out is it? If there is any water in the bottom of the tranny or differential it will freeze and lock things up.

My guess is that the shifting forks are worn and someone has, not carefully enough, moved the gear shift lever and it may actually be in two gears simultaneously. HTH, best, Yeoman
