12V B Starter bounce

I have a B - serial says 1939 but it has a CE engine, hydro, foot brakes, etc. It has 12V system with the ballast resistor on the coil, etc. When I bought it the batttery was just able to crank it over - had a dead cell, was making about 10V and low amps. I put a good battery in it, and now when I hit the starter it bounces off the ring gear, rather than engaging and cranking the engine. If I rock the tractor to get the piston past the compression stroke it will engage and spin the engine about half the time. I talked with a commercial 6-12V conversion kit supplier. They said this is very common on these conversions, and there is a cushion setup for the drive pinion that eases the engagement to the flywheel. Unfortunately, I seem to have a CA starter - there is no set for this starter (as determined by the number of teeth on the pinion). Any ideas other than a dual battery and only running one to the starter, or going back to 6V (which I'm not opposed to). ALso, is someone reproducing battery box covers? Thanks for the help.
