AC 200 Fuel system

There is some air in the top of the 2nd
filter (nearest the pump). I have tried
to use the small pump to get it out but
the pump seems to do nothing.

Is there any way to do this without using the pump? Is there another problem I might
be overlooking?

Your problem is a plugged return line fitting on top of the pump that is getting plugged from a deteriorating governor ring inside of the pump. There is a glass ball and a spring in the return line fitting that is catching the debris from the governor ring. A temporary fix for this is to break the glass ball and remove it from the fitting. This will allow the debris to pass through and go back to the tank. This will get you running but it is advisable to remove the pump and have it repaired at a pump station because if the governor ring deteriorates enough that it would let go, then you would have a run away engine and cause lots of damage.
