This is the best drawing I could find.

You will have to take the grill or radiator shell off. You will then see a cotter key on the threaded rod that hooks into the arms fasten to the fins. You will also see the inner end of the crank handle goes through an angle retainer with another retainer device holding the crank into this angle. Because of rust this retainer may have to be heated to remove or even ground away.
After you have this unit out you may be able to clamp the rod part in a vice and by heating the threaded crank handle red hot work it back and forth and get it to turn out depending on how bad it is rusted. I have had more that I have had to drill out and make new rods for than I have been able to save.
