I HAVE A 190 XT AND I HAVE FULL HP BUT NO TORQ AT THE DRIVE WHEELS OR AT THE PTO COULD IT POSSIBLY BE A HYDRULIC PROBLEM?

This could be a hydraulic problem. If your tractor has a hydraulic pto clutch, or not, will tell the story. A hydraulic pto, will have the engagment handle on the inboard side of the console, its near the traction boost & position control levers. This type pto can be turned on or off at any time, without use of the foot clutch.
Hydraulic oil to this clutch & the power director clutch are supplied from oil leaving the steering valve. If both are not working, it may be an oil problem, but, the tractor most likely, would not steer. A ruined engine clutch would cause the same symtoms you have, and the steering would be fine. Take the round cover off the right side of the torque housing, look in & see if the clutch shaft is turning. This is the cover that looks like a belt pulley was meant to be bolted there. I also have seen the clutch shaft (shaft from clutch to power director) break right off & cause this problem. I would be happy to advise on repairs, after you discover the source of the trouble.
