My clutch lever does not "click" in high or low side. It does in neutral of course, because there is a notch in the guide brace at the bottom of the lever. Neutral is the only position that the spring loaded button on the lever will actually fully release. I've always heard that it should "snap" into position in low and high side, but if it should snap into position like it does in neutral position, why isn't there a notch at the other positions to let the button release fully? Do I need to adjust the clutch or something?

For a little more info look under D-17 Power Director on page 2 near the bottom, at least it's on page 2 now. From what LL is saying on his post it's a matter of moving shims to the right place to get it to lock into the high and low positions. One of the posts states the locking device is mainly for safety reasons of maintaining the lever in neutral. My tractor does the same as yours. I made the locking device work for now, but now know I must eventually adjust it. I would guess if it's not adjusted properly it will eventually wear out the clutches.
Good Luck

Can't remember details on any adjustment. I know the WD& 45 tractors have shims on the hand clutch, but it's been almost thirty years since I replaced low-range on the D17; it pulled itself and light loads, but was no good on heavy work, just went into low range with no resistance or snap.

As long as it pulls the load properly, I wouldn't worry about it. The 'snap' comes from discs being in good shape and adjustment, rather than a notch for the lever to fit in to. If it doesn't snap into low or high range, and pull the load, it usually means the discs need to be replaced, which is a tractor-splitting job.

remove the cover between lever and housing you will see 3 stacks of shims, loosen bolts and you move a .010 or.015 from front & rear to center turn clutch & do the same in 2 other spots goodluck

Can you still get discs for the power director clutch. I would guess you could match something up but are they available specifically for the tractor?
Thanks

The WD & WD45 hand transmission clutch will (should) snap when it is disengaged. The power director (two-speed with nuetral hand clutch on the D17) doesn't snap when it is engaged or disengaged. The locking detent is for neutral only to prevent accidental engaging. If the power director fails to stay in high or low range once selected, adjustment is necessary. If adjustment does not achieve the desired results, the power director may need rebuilding to reestablish proper tolerances. I had the power director rebuilt on our D17IV and it works fine now. The only adjusting I did after installing it was to establish the neutral positition on the lever to minimize (you can't eliminate totally) creeping.

How much did it costs to rebuild your D17 Power
Director?
