AC 190 XT Power Director Valve

Quite some time ago I got some advice here on checking the pressure at the power director valve as I had lost High Range drive. I have checked the pressure and added shims as the service manual directed. I now have pressure as required but.... now I have pressure in all three control positions. I understand that the clutch packs could have become warped or broken which would cause the transmission to slip or not engage correctly in the hi or lo setting, but if the power director valve is working properly, shouldn't I still have neutral [no drive]? How could that be the clutch packs? Any help would be greatly appreciated.
