I have a D10 Series II and originally thought I had the same issue. Put an implement on the back then try it. You may have to crank lift arms all the way down and lift implement to connect first time.

My D10 will hold in position with engine off until I press level and then it lowers. If no implement arms always stay in position I left them in. Hope this helps.
