I'm restoring a 1940 Allis B. It has hand brakes. Looking around at other photos I see 38's, 39's and other 40's with foot brake setups. I thought foot brakes went into production in 1941. Am I wrong? Or was it an option? I do have a complete foot brake setup but if they were not a stock item in 1940 I would rather leave it with the hand set up.

My 1940 B has the hand brakes rather than foot operated ones. They're pretty cool in that if you get into a slippery situation you can really easily brake the spinning wheel until the other catches and get yourself out of a mess...
Seriously though, the brake linings should probably be checked as they're riveted to their backing plates and can be worn to the point that rivets are hitting the drum or they can get oil on them from either side if a seal leaks...

My '38 has foot brakes but that's because I put them there. It was a decided departure from vintage for the sake of safety.

I have all the hardware for putting it back to steering brakes when I decide to retire the ol' girl to "Show Queen" status.

B tractors prior to 1941 serial no 52781 and IB tractors prior to IB1001 have hand brakes, all others have foot brakes.

That's what the parts manual indicates. My hand brake levers were pretty eaten up from years of pipewrench attacks and stripped threads. I duplicated them myself. I also had one lever lock. I made a copy of that as well.
