AC B Surging

I have a '47 model B with a 5' Woods belly mower. I use it to mow approx 4 acres and it runs pretty good (mows great). The governor surges just a little bit at full throttle under this kind of load, however, without any PTO load it gets a lot worse. It seems to idle OK, misses only a little. The gov weights are in pretty good shape and I replaced the points and condensor and rebuilt the carb when I bought it a year ago. Any helpful hints would be appreciated.

Check the rod between the carb. and the governor lever for a spring. This spring hooks into a small hole in the center of the rod. If the spring is gone or unhooked, it could cause the surging problem.

Ditto on the spring. Very common to see them missing.
