AC Model B Carb / surging gov.

I have a '47 B with a Zenith carb and I can't get the gov to quit surging. Some folks suggested a spring on the rod from the carb to the gov. I have the spring and found the hole in the rod, but where does the other end hook to??? Also, the carb rebuild kit from TISCO (C-522-V) that lists models B, C, & RC states that for Zenith 61 or 161 carbs, the tag on the carb should have Zenith numbers 9705 or 9706 and AC numbers of 212844-2 or 212845-2. BUT... My carb tag has a ZENITH number 10699A and an AC(?) number 216937. The parts in the rebuild kit did fit, but do I have the wrong carb for this tractor??? or what is the difference???

As far as where the spring hooks, Mine is hooked to the edge of the valve cover. And as far as the surging. I have found that each carb is different as far as the angle of the throttle arm to butterfly. So when I rebuild my carb I suddenly had the same problem as you because the new parts were not exactly like the originals. If you don't have the original throttle arm or carb you need to adjust the governer. Please get a good manual if you are going to do this or you can cause more harm than good.
