B throttle control

What I thought was the throttle control looks to be a spark advance control.....is the throttle governor controlled from the unit in front of the magneto? Could someone give a brief explanation of how this system works? Thanx in advance, Chuck

The govener limits the speed of the engine.
As you move your throttle leaver forward it moves a cam that pulls on the governer spring that is seen close to the fan. That in turn puts pressure on the cross over arm which in turn pulls on the linkage hooked to the carb butterfly and opens it. As the RPM"s increase the weights under the governer cover are spinning and this force will push on the cross over arm that has a fork under the cover and causes the butterfly in the carb to close. The actual engine RPM"s are a balance between the tention of the spring and the weights outward force. Clear as mud Huh

On the upper right of the drawing is a cap and tube. Where do they go and what is their function? My '41 B doesn't have them.
