D-15 injector pump

I have a D-15 Industrial diesel and when I pull the fuel rod out to the injector pump (To allow fuel to the injector pump) some times, something inside doesn't do what it is supposed to. Ill try to start it but it's like I am not getting any fuel. I have been trying everything even a hammer tapping the pump hopeing that something will release inside. Any body got any ideas? The linkage and arm is moving. I took the top cover off and watched it.

I'll assume it has a Roosamaster DB pump like is used on other ACs like the HD3 and HD4? If so, there are several things that can cause the problem you're having. The engine shut-off control puts pressure against the metering valve to shut off fuel flow - so either it's moving or it's not. That is rarely a problem with a manual shut-off control. More common would be for the plastic weight retainer to come apart in the governor. It shatters to little pieces over time - and the outlet-path for return fuel that must exit the pump gets blocked - which will shut the pump down and act like it's running out of fuel. It's an hour's work to fix the pump once it's off and takes about $50 in parts.
