First thing when I got the tractor the guy said that it poured gas out of the bottom of the carb. When I took it apart I noticed a small hole in the bottom, in a flat recessed part. What goes into the hole? Do I need a new carb? Also it is very rusty inside can I clean it up and it be ok? Thanks for any help

It is difficult to be sure with a short description but I believe the hole you are talking about is the hole the goes to the power metering jet. If this guess is correct, this is connected to the tube that is in the center of the carb throat. This tube often gets dirty and crudded up on tractors that sit a lot.

If you actually have a hole clean through the bottom of the carb bowl, it shouldn't be there. For that, I recommend JB Weld from the inside of the carb bowl. Don't use more than necessary. Clean that area down to bare metal - a dremel is useful for this.

I've cleaned a lot of carbs that looked hopeless. If after cleaning and the parts all look good, you'll probably be fine. The needle and seat most likely will need replacing. I think that could be the source of the comment "it poured gas out the bottom of the carb". Poor needles and seats cause the carb to overflow with the gas coming out of the air intake which dribbles back and appears to drip from the bottom of the carb.
