Time to do a compression check. Check the vacuum as well. If you have the air cleaner hooked up tight you can take the breather cap off and check if it has good vacuum by laying your hand over the stand pipe. When tinkering with my little Allis"s that is the way I choke them to draw fuel into the engine.
I dont know what all has been done to your tractor from the last time it ran but if you have the timing correct and fuel to the cylinders(bore) you just need compression. You may not have enough fuel if your vacuum is low. Tight valve settings will cause a lose of compression or low vacuum if the valves were seating good to start with.

make sure it's not sucking air somewhere. the firt time i started mine after i put the head back on, forgot to put screws in manifold where timing spec plate bolts on. it was sucking raw air in, and it caused me an hours worth of aggrevation!
